If you've been paying attention to college football this year, it is clear that Florida St is subpar, to put it nicely. They lost a heartbreaker to Notre Dame, got "Hail-Mary'd" at the buzzer by Jacksonville St (yes, that actually happened), and were thoroughly outplayed by Wake Forest which leads to an 0-3 record.
Louisville, on the other hand, is 2-1, fresh off upsetting UCF. For the most part, the common bettors would look at this matchup and think that Louisville is the automatic play. However, when Vegas throws out a line like this, you have to ask yourself why this is so fishy.
