The Tampa Bay Rays obviously have their issues with attendance at their home ballpark and therefore don't quite have the revenue that big market teams generate, however what they are able to do is draft, develop, and identify players better than everyone else. I'd also say this year's rule changes in Major League Baseball has been very advantageous for the style in which the Rays build their team.
